in 2007 lutheran world federation (lwf) implemented emergency response project provided food, agricultural tools, crop seeds, , non-food items refugee returnees, internally displaced people (idps) , resident communities in ikotos country. project helped local government authorities build capacity, , constructed boreholes , schools. between april 2007 , march 2008 estimated 3,700 idp households , 12,000 refugee returnee households moved ikotos, assisted unhcr, , numbers expected increase.
conditions returnees have been difficult, in cases harder in idp camps. despite charities, returnees faced difficulty obtaining seeds, , faced normal problems of drought or excess rain. in september 2009 food , agriculture organization published mid-season crop , food security assessment southern sudan. reported prolonged dry spell late april until july , erratic rainfall had caused first season harvest fail in parts of ikotos , other parts of eastern equatoria, , farmers had lost hope in second season crop. affected areas included lomohindang south, losite, , parts of imatong , lomohindang north in ikotos.
the ikotos teacher training college opened in march 2010, capacity train, house , feed 50 teachers, joint project of charities nations christian care , world emergency relief. in september 2010 ikotos county commissioner peter lokenge lotone stated there had been decrease in violence, attributing improvement cooperation between county authorities , youth, women, elders , chiefs in catching thieves. in january 2011 leaders of lango communities gathered in torit three-day reconciliation meeting had been organized lango of juba, aiming restore unity following disputes in past year s elections. leaders passed resolution eliminate cattle rustling, in part launching vocational training institutions youths of county.
in january 2011 referendum on independence in ikotos county 5 votes cast unity northern sudan while 57,041 cast secession separate state of south sudan.
