in 2005, johnson ran houston city council district b, seat held term limited carol m. galloway. in 8 candidate race, johnson received 4,000 votes, earning spot in december run off election. in december 2005, johnson won houston city council district b race on 60% of vote. subsequently re-elected second , third term.

johnson served chair of city of houston s human services , technology access committee. johnson served on houston city council flooding , drainage, housing , community development, international liaison , protocol, m/wbe, small contractor development , contract compliance, pension review, public safety , homeland security, regulation, development, neighborhood protection , transportation, infrastructure & aviation committees.

2010 u.s. house of representatives campaign

on january 5, 2010, johnson announced candidacy texas s 18th congressional district seat, seat held incumbent sheila jackson lee.


jackson lee in third term on houston city council in 1994 when beat incumbent u.s. representative craig washington on theme out of touch district. when johnson announced candidacy in 2010, had won third term council seat within 18th congressional district. congressional district encompasses of urban houston , 40% black remainder split between whites , hispanics. accounts quarter of city s more 2 million residents.


texas legislature (2016–2017)

johnson ran in 2016 primary election, advanced runoff election, , won special election called determine interim representative 2016 , won primary election runoff. since unopposed in november 2016, johnson winning special election , runoff meant district 139 state representative succeed sylvester turner. after 26 years, turner stepped down state seat become houston s mayor.


johnson won may 7 special election, 85% of vote, finish out remainder of turner s term state representative of district 139. turner swore him in, allowing johnson serve through december , immediately, assume former turner s seniority status , roles include vice-chairman of house appropriations committee.
