when pre-paid envelope or package accepted mail agent of postal service, agent indicates means of cancellation no longer valid pre-payment of postage. exceptions when agent forgets or neglects cancel mailpiece, stamps pre-cancelled , not require cancellation , for, in cases, metered mail.
