on june 15 , 16, 1940, soviet union presented ultimatums 3 baltic states, invaded red army. after invasion previous governments replaced pro-communist people s governments . new government dismissed existing parliaments (riigikogu in estonia, seimas in lithuania) , announced new elections people s parliaments held on july 14 , july 15, 1940 (originally, election in lithuania held on july 14, due low turnout extended july 15).
