on 1 july 1983, essawy appointed brigadier , posted police inspector-general @ general administration of inspection , censorship, , became undersecretary of same administration on 2 february 1986. after being promoted major general rank in 1987, appointed director general of police of giza on 25 october 1988. on 2 august 1991, appointed assistant minister of interior northern upper egypt zone. on 2 august 1992, appointed assistant minister of interior central upper egypt zone.


on 29 october 1995, appointed assistant minister of interior, director general of police of cairo, , put in charge of tasks of first assistant minister of interior central zone. retired uniformed service on superannuation in january 1996, , on 16 january 1996, appointed governor of minya governorate.


the state news agency mena quoted essawy saying priorities included reinforcing security across egypt. egyptian media reports said essawy first deputy minister of security of cairo , giza governorates , ex-governor of minya governorate. reported popular efforts curb corruption. appointed interior minister interim government led essam sharaf on 5 march 2011, replacing mahmoud wagdi. essawi s tenure lasted until november 2011 when resigned office.
