in reaction challenge naval supremacy, 1902 1910, british royal navy embarked on massive expansion keep ahead of germans. competition came focus on revolutionary new ships based on hms dreadnought, launched in 1906.


by 1913, there intense internal debate new ships because of growing influence of john fisher s ideas , increasing financial constraints. accepted historians in first half of 1914, germans adopted policy of building submarines instead of new dreadnoughts , destroyers, abandoning arms race, since kept new policy secret, other powers delayed in following suit.
