the interim constitution provides constituent assembly, charged writing nepal s permanent constitution. under terms of interim constitution, new constitution promulgated april 28, 2010, constituent assembly postponed promulgation year because of disagreements. on may 25, 2011, supreme court of nepal ruled 2010 extension of interim constitution not right. since may 29, 2011 constituent assembly repeatedly extended interim constitution.


on may 28, 2012, constituent assembly dissolved after failed finish constitution after latest extension, ending 4 years of constitution drafting , leaving country in legal vacuum.


new elections held on november 19, 2013 second nepalese constituent assembly , political leaders pledged draft new constitution within year.. new assembly expressly committed new constitution promulgated on january 22, 2015. however, due continued differences on key issues including system of governance, judicial system , federation issues number, name , areas of states carved, constitution not finalized , promulgated in time.
